According to Saul Katz, Development administration is the name given to the way a government acts to fulfill it's role in achieving development. In the words of Fred Riggs, Development administration is seen as government efforts not only to carry out programmes designed to meet it's developmental objectives but also to enhance it's administrative capabilities. Thinking along the same line, Almond and Powell defined Development administration as increased differentiation of roles to better cope with change , growing inequality in the allocation of society's scarce resources and increased choice and enlarged opportunities in the decision making process of the society.
The above definitions suggest that development administration is the advancement of the capacity of the State's administrative institutions. Leadership is an art. It's not all comers' affair. You can desire development but to make it happen require high level of proficiency.
It takes a developed man to develop the State the way His Excellency, Engr Chief David Nweze Umahi is doing it. That is good governance. The truth remains that one cannot give what he or she does not have. Dave Umahi is a leader showing the light in Ebonyi State and people can find their way. This is good governance. We are not praise singing, we are making reality known. To ignore reality is to ignore capacity.
The unprecedented, transformational and developmental ingenuity of Gov Umahi deserves accolades, appreciation and compliments. Good governance cannot be wished. It's made to happen in the same way Gov Umahi has done and is doing it in Ebonyi. People travel from everywhere to come to Ebonyi to see things for themselves, the leadership prowess of the Apostle of good governance . The deliverables in this administration of His Excellency, Engr Chief David Nweze Umahi is so visible to the amazement of humanity and we can not afford to make light of it.
The truth is that we have seen government come and go but this is completely different. This is results oriented leadership. Time will fail us to mention all the projects and empowerment programmes of His Excellency, Engr Chief David Nweze Umahi. But we keep seeing flyovers built overnight, construction of concrete pavement roads across the State done as if it's not difficult, the magnificent Ecumenical center, International cargo Airport, empowerment of women and youths, appointment of youths into positions of trust etc
