It was a befitting session, characterized with a superlative presentation of the Proposed Bill to establish Federal College Of Horticulture in Okigwe, Imo State at the plenary on the 29th of June, 2021 by Hon. Princess Miriam Onuoha who represents the good people of Okigwe North Constituency at the National Assembly.
Hon. Princess Miriam Speaking on the justification of the Bill stated that, " The Establishment of this institution is informed by the imperative to create more access to higher and specialised technical education in view of large number of qualified candidates who are annually stranded in their failed attempt in gaining admission into higher institution and to balance the geographical spread of the higher institutions as other higher institutions are located in the south and central Constituencies of Imo State."
The lawmaker in alphabetical order highlighted the objectives of the College if approved as thus:
(a). To provide full time and part time horticultural courses of instruction and training.
(i). In Technology, applied sciences, agriculture and food security, commerce and management; and
(ii). In such other fields of applied learning relevant to the needs of development of Nigeria in the area of industrial, horticultural and agriculture production and for research in the development and adaptation of techniques as the council may from time to time determine.
(b). To arrange conferences, seminars and study groups relative to the fields of learning specified.
(c). To perform such other functions as in the opinion of the council may serve to promote the objectives of the college.
(d). Encourage the advancement of learning and to hold out to all persons without distinction of race, Creed, sex or political conviction the opportunity of acquiring higher and liberal education.
(e). Provide courses of instruction and other facilities for the pursuit of learning in all its branches, and to make those facilities available on proper terms to such persons as are equipped to benefit from them.
(f). Encourage and promote scholarship and conduct research in restricted fields of learning and human endeavors.
(g). Relate it's activities to social, cultural and economic needs of the people of Nigeria; and
(h). Undertake other activities appropriated for a Federal College of Horticulture of the highest standard.
Conclusively, the extraordinary legislator par excellence reiterated on the KEY BENEFITS OF THE BILL as stated below
- Establishment of this College will go a long way into achieving these targets.
The bill makes adequate provision for a modern academic, horticultural and research institution. The Objectives of the college as articulated above are supportive of its mission and broad vision of a modern horticultural institution that will develop world class human resources that can sustainably manage our nation's economy by providing technical and management expertise in horticulture at the highest level.
- The college is therefore to further advance knowledge through research and nurture unique innovations, entrepreneurship and wealth management in its core area of interest.
- The enactment of this bill will help in transforming the educational fortunes in Nigeria in producing the desired manpower and expertise in horticulture/agriculture that Nigeria is yearning for.
- It should be noted that the College will be the first Federal College of Horticulture in entire Imo State.
The establishment of this institution in Okigwe will therefore ensure, equity, fairness and balance in the spread of Government amenities as contained in section 14(3) and (4) of the Constitution of the Federal Republic of Nigeria 1999 as amended.
